In 2014, the Protecting Access to Medicare Act (H.R. 4302) passed in Congress.  Section 223 of the legislation establishes a Certified Community Behavioral Health Clinics (CCBHC) program to improve mental health services in select states. It establishes clear definitions and service guidelines for CCBHCs, creating a common definition for high-quality, accessible, and comprehensive care. It also outlines two new payment models to improve reimbursements by using costs of services provided rather than fee schedules.

The CCBHC is designed to:

  • Provide a comprehensive array of services to help improve access to physical and behavioral health services
  • Help stabilize people in crisis
  • Provide the necessary treatment for those with the most serious, complex mental illnesses and addictions
  • Integrated additional, innovative services
  • Ensure a person-centered approach to care that emphasizes a welcoming environment, recovery, wellness, trauma-informed care, and the integration of physical and behavioral health services

While focusing on the whole person, those who seek services will have a team to manage their healthcare needs and to connect individuals and families to supports and resources that address medical, housing, employment, and other important needs.

  • Crisis mental health services
  • Screening, assessment, and diagnosis
  • Patient-centered treatment planning
  • Outpatient clinic primary care screening and monitoring
  • Targeted case management
  • Psychiatric rehabilitation services
  • Peer support, counseling, and family support
  • Intensive mental health care for those in the military and  veterans
